Complete Guide to Garage Certification for Rental Properties

Even parking spaces in apartments, condominiums, and other rental properties require a garage permit.
However, the application is different from that for parking lots you own.
In this issue, we will introduce one of the documents for garage certification, the "Certificate of Approval for Use of Storage Space.

What is a "Certificate of Approval for Use of Storage Space"?

When you park your car in an apartment or condominium, you will need to obtain a "Vehicle Storage Lot Consent Form" in order to apply for a garage permit.
Let us explain in detail what kind of document it is.

Documents required for obtaining a garage certificate

Car owners are required by law to have a space to park their vehicles and not park them on the road.
The purpose of this law is to prevent and facilitate the safe and proper use of the road and to prevent obstruction of other vehicles.
And the "garage certificate" proves that you have reserved a parking space off the road.
The procedure can be completed at a nearby police station.

There are four documents required when applying for a garage certificate.
Application form for automobile storage space certification:
(In the case of a light car, a notification of automobile storage space)

・Location and layout of storage space:
・Storage space use prima facie evidence of title (self-authorization form)

Location of parking space
Enter the address of the parking space.

Enter the name, address, and telephone number of the applicant.

Period of use
The minimum period of use is one month.
Generally, enter a period that matches the length of the contract for the property to be rented.

Owner or Contractor
This field is to be filled in by the landlord of the parking space.
The landlord or property management company signs and seals the form.
The process may take some time, so it is advisable to ask for it well in advance.
Also, because there are many procedures related to garage certification, some management companies and other companies may have a set of documents in their possession.
If you tell them that you need to go through the procedures, they will often prepare everything for you.
However, you may be required to pay a fee for filling out and signing the documents.
Note that if the parking space is in joint ownership, the names and addresses of all persons sharing the space as well as the user must be listed.
Be sure to check if there is an issuance fee and if the ownership is in joint ownership.

Garage Proof Required Even for Rental Apartments

As long as you own a car, you need to have a garage certificate even if you are renting an apartment.
The application documents are different if the vehicle is owned by a different person.
The difference is the prima facie evidence of title to use the storage space (self-authentication).

There are two types of prima facie evidence of title: a "prima facie evidence of title to use the storage space (self-authentication)" and a "certificate of consent to use the storage space.
The latter, a certificate of consent to use the storage space, is required for a rental apartment.
Since it is necessary to prove that you are not the owner of the land but have the authority to use the parking space, you are required to submit a separate document.

There are three conditions required to receive the certificate.

The car parking space must be within 2km of the residence.
・The parking space must be accessible and the entire car must be able to enter, exit, and park without hindrance.
・The owner of the car must have the right to park the car in the designated area.

Not just any parking space will do.
If even one of these conditions does not apply, it will not be issued, so check with the landlord or management company before signing a contract.

Prepare the necessary documents and apply for and receive them at the police station.

The management company may be able to provide you with a location and layout map of the storage space, one of the required documents.
Generally, a copy of the map of the parking space or the vicinity of the apartment is prepared, or a completed and marked map is prepared.
It is also a good idea to check with the management company to see if there is a separate form for each of these documents.
Once you have prepared the necessary documents, you can apply at the police station.
Hours are from 9:00 a.m. to 5:00 p.m. on weekdays.
Hours may vary by prefecture, and there may be a lunch break, so it is advisable to check on the Internet in advance.
The office is closed on Saturdays, Sundays, and national holidays.
It takes from three days to a week to receive the application, so you cannot receive it on the day of application.

When you are ready to receive the application, go to the police station again and receive a "garage certificate," "storage space mark number notice," and "storage space mark (sticker)" at the counter to complete the procedure.
The fee for the procedure varies from prefecture to prefecture, but it is usually between 2,500 yen and 3,000 yen.

You can also ask your dealer to complete these procedures for you.
In such cases, it is common for them to charge 15,000 to 20,000 yen as a fee.

What You Need to Know about Obtaining a Storage Space Use Consent and Garage Certificate

Finally, here are two points you should know about garage certification.

Garage certification is not required in some areas for light vehicles

Although a garage certificate is always required if you own a car, there are exceptions.
If your car is a light car, you do not need a garage certificate in some areas and only need to report your parking space.

This is because the administrative bodies that manage regular cars and light cars are different.
In the case of a regular car, the application is submitted to the national government, while in the case of a light car, the application is submitted to the local government.
However, in some areas, all vehicles may require a garage certificate.
Check in advance whether your area is subject to this requirement.

A rental agreement can be substituted for a storage space use agreement.

If you are using a parking space in a rental apartment or condominium, you may be able to use a rental agreement in lieu of a storage space use agreement.
In such cases, the following four items must be included in the rental agreement.

Contractor's name and seal
Name and seal of the lessor
・Address of the parking space
・Period of contract

Note that if even one of these items is missing, the permit will not be granted!
Substitutions can be made even if the applicant for the garage certificate and the contractor of the rental agreement are different.
In this case, the applicant for the garage certificate must be listed in the name of the parking space user on the contract.
